JOSEPH R. BETANCOURT, MD, MPH

Dr. Betancourt is the president of the Commonwealth Fund. One of the nation’s preeminent leaders in healthcare policy, equity, quality, and community health, Betancourt formerly served as the senior vice president for Equity and Community Health at Massachusetts General Hospital (MGH), and as founding director of the Disparities Solutions Center. He has devoted his career to improving the quality and value of healthcare for diverse populations.

Betancourt is an associate professor of medicine at Harvard Medical School and a board-certified internist, providing primary care to a large Spanish-speaking and minority patient panel. He earned his MD from the University of Medicine and Dentistry of New Jersey and completed an internal medicine residency at New York Hospital–Cornell Medical Center. Following his residency, he was a member of one of the first classes in the Commonwealth Fund–Harvard University Fellowship in Minority Health Policy, where he earned an MPH in health policy and management from the Harvard T.H. Chan School of Public Health.

Michael Dowling is one of the healthcare industry’s most highly respected voices, achieving the No. 1 ranking in Modern Healthcare magazine’s 2022 list of the “100 Most Influential People in Healthcare.” As a healthcare executive over the past three decades, he has been a no-excuses advocate for reforms that have helped the industry become more patient-focused and committed to quality and safety. His willingness to take a stand on societal issues such as gun violence and immigration has earned widespread praise and recognition from peers and the news media.

During his years in academia and government, Mr. Dowling has distinguished himself as a compassionate voice for those in need, developing and promoting innovative health and human services policies. As president and CEO of Northwell Health for 22 years, he has demonstrated invaluable leadership in overseeing a rapidly expanding clinical, research and academic enterprise with annual revenue of $19.7 billion. With a workforce of more than 89,000, Northwell is the largest healthcare provider and private employer in New York State, caring for more than two million people annually through a vast network of 21 hospitals, more than 945 outpatient facilities — including 250-plus primary care practices and 75 urgent care centers — along with home care, rehabilitation and end-of-life services.

ERIC L. CONLEY, MHA

Eric Conley is Executive Vice President and President, Acute & Post-Acute Care for Sentara Health. Eric began his tenure at Sentara in April 2024. Conley oversees Sentara Health’s 12 hospitals in VA and NC, system-wide Pharmacy, and Sentara Enterprises which encompasses Inpatient Rehab, Home Health, and Hospice. 

Prior Experience

Eric brings 30 years of healthcare leadership and expertise to Sentara. As President of the South Region of Froedtert ThedaCare Health and President of Froedtert Hospital, he led the largest hospital in the state of Wisconsin, a Level I Trauma Center and the primary teaching hospital of the Medical College of Wisconsin. Conley was also responsible for their Community Hospital Division, which consists of seven neighborhood and community hospitals. During his tenure, he implemented strategies to drive quality of care and operational effectiveness throughout Froedtert Hospital resulting in #10 ranking in the Vizient database for demonstrating excellence in delivering high-quality care.

Eric earned his MHA from The Ohio State University. His career has included operational leadership, service line management, program development, and strategic planning at health systems throughout the country.
